The Melon Field questline (Chapter 3)

The questgiver is the Green-Capped Martialist; the whole chain plays out inside Chapter 3:

  1. Start: teleport to the North Shore of the Bitter Lake shrine and find him nearby. Kill the monsters around him, then talk until the dialogue loops;
  2. Teleport to the Forest of Felicity and equip the Ring of Fire spell;
  3. Find him again and cast Ring of Fire in front of him to continue the conversation;
  4. When he starts repeating "melon field", don't leave yet: unlock the shrine ahead. At the far end of that area, among the ginseng plants, the red one is the hidden Old Ginseng Guai boss — it drops a armor piece and a millennium-ginseng seed;
  5. Teleport back to the Forest of Felicity and head to the Melon Field;
  6. A boss fight triggers on arrival; win, watch the cutscene, and receive the Spell Binder spell.

Entering Mount Mei

With all three vessels, the Melon Field questline, and Bishui Cave complete, head to the central tower — standing in the middle triggers the cutscene into Mount Mei.

Recommended order

  1. During Chapters 1, 2, and 4, unlock each secret area alongside the main story and collect the three vessels;
  2. Mid-Chapter 3, finish the Melon Field questline;
  3. In Chapter 5, complete Bishui Cave;
  4. Before the finale, visit the tower and claim Mount Mei's graduation rewards.

No. None of the prerequisites has a deadline — everything works post-game.
Spell Binder is the completion reward of the Melon Field questline — and the questline is a Mount Mei prerequisite. So yes, and you get it along the way.
The Fireproof Mantle answers fire terrain (Chapters 1 & 5), the Wind Tamer counters Chapter 2's final boss, and the Weaver's Needle counters Chapter 4's finale. Together they also serve as the "keys" to Mount Mei.
